A UN 38.3 test summary for a power bank should identify the tested lithium battery type, the manufacturer and laboratory, the underlying report, the tests and results, the edition of the UN Manual used, and the person responsible for the information. The buyer’s job is not only to collect a PDF. It is to prove that the document covers the exact battery design inside the ordered power-bank model.
This checklist uses the current U.S. requirements in 49 CFR 173.185(a)(3) as a precise document-control reference. It is not shipment-specific legal advice. Transport mode, route, packaging, quantity, carrier, destination, and product configuration can create additional requirements that must be reviewed by the responsible parties.
What a UN 38.3 test summary is
UN Manual of Tests and Criteria subsection 38.3 covers design-type testing for lithium cells and batteries used in transport classification. A test summary is the traceable, standardized summary of the applicable test record. It is shorter than a full laboratory report, but it must still contain enough identity and report information for a downstream party to understand what was tested and where the result came from.
For the United States, current 49 CFR 173.185(a)(1) states that each lithium cell or battery must be of a type proven to meet the applicable subsection 38.3 criteria. Paragraph (a)(3) requires manufacturers and subsequent distributors of covered lithium cells or batteries manufactured on or after January 1, 2008 to make a test summary available, with a stated exception for button cells installed in equipment.
A power bank is a finished product containing a battery. The finished-model name can help trace the document, but the central question is whether the cell or battery type described by the summary is the type used in the ordered configuration. Start with the relevant power-bank product route, then request the document set for the exact model and battery revision being quoted.

Complete fields are necessary, but a complete-looking form can still describe the wrong battery. Keep the document check and the product-identity check as two separate acceptance steps.

Match the summary to the exact power bank and battery
Begin with a controlled product record: finished-model number, battery pack or cell model, chemistry, watt-hour rating, label photos, physical construction description, supplier, and revision. Compare those fields with the summary rather than matching only a brand name or headline capacity.
Model relationships are not always one-to-one. A summary may be established for a cell, a battery pack, or a product containing the cell or battery. The document should make the covered identity understandable. If the supplier uses one battery type in several outer housings, record the mapping. If the same finished power-bank model can contain more than one battery source or pack revision, require a controlled list showing which summary applies to each approved configuration.
Look for contradictions:
- The power-bank label and summary state different watt-hour ratings.
- The quotation names one battery model while the summary describes another.
- The summary date predates a material redesign but no retest or technical assessment is supplied.
- The test-report ID changes between the summary, supplier list, and shipping file.
- The laboratory or manufacturer identity is incomplete or cannot be connected to the offered product.
Do not resolve an identity conflict by choosing the most convenient value. Ask the supplier to correct the product record, the summary, or both, and keep the resolution with the approved sample.
Separate the test summary, full report, and certificate statement
A test summary, a full test report, and a one-page commercial certificate are not interchangeable labels.
- Test summary: contains the standardized identity, report, test, edition, and responsible-person fields used for traceability.
- Full test report: contains the laboratory’s detailed methods, sample information, observations, and results. Access and disclosure arrangements may differ, but its identity should trace to the summary.
- Certificate or declaration statement: may communicate a supplier’s claim, but a statement that omits required summary elements is not a substitute for a complete test summary.
Ask for the document by its function, not by a vague request such as “send the battery certificate.” A supplier can answer that phrase with a file that looks formal but does not identify the tested battery type or underlying report.
Recheck the document after a battery design change
A prior test record should not be carried forward automatically after a change. The UN Manual defines when a cell or battery differs from a tested type, and the technical assessment belongs with the responsible manufacturer and qualified transport-compliance parties. The buyer does not need to invent that decision, but should require it to be recorded.
Reopen the summary match when any of these fields changes: cell source or model, battery pack arrangement, chemistry, rated energy, protection design, enclosure or physical construction that affects the tested type, finished-model mapping, or manufacturer identity. Ask whether the existing test type remains applicable, what analysis supports that conclusion, and whether the summary or report reference changed.
Link the approved summary to an effective lot, date, or configuration revision. This prevents a current PDF from being assumed to cover older inventory and prevents an older report from silently following a redesigned battery.
Build the procurement and shipment-preparation file
Keep the approved power-bank specification, battery identity, label artwork, test summary, underlying report reference, supplier mapping, revision decision, and sample-approval record together. Record when the summary was checked and which product revision it covered. A shared file name without a controlled index is easy to overwrite and difficult to audit.
Before shipment, the responsible shipper and logistics parties must determine the applicable classification, packaging, marking, labeling, documentation, state-of-charge, quantity, mode, route, and carrier conditions. The test summary supports one part of that process; it does not replace the shipment-specific review.
What the test summary does not prove
A complete summary does not by itself prove that a finished power bank has passed every product-safety, electromagnetic-compatibility, market-access, quality, performance, or packaged-shipment requirement. It also does not prove that the units in a delivery use the battery described by the file. Incoming identity checks and supplier change control remain necessary.
Requirements can change, and other jurisdictions may express availability or record duties differently. Use current official rules for the shipment and market in question.
